STATE OF FEAR is a documentary about Peru’s war on terror based on the findings of Peru’s Truth and Reconciliation Commission. The film dramatizes the human and societal costs a democracy faces when it embarks on a “war” against terror, a “war” potentially without end, all too easily exploited by unscrupulous leaders seeking personal political gain. The film follows events in Peru, yet it serves as a cautionary tale for a nation like the United States.

You know why we are …
You know why we are talking about the terrorism in Peru in past tense? It is because Fujimori declared the war against terror. That is why we no longer have IED in our roads, and the children of peasants are no longer recruited and forced to fight for the terrorists. I lived there and I saw it. There were crimes in both sides? yes, but that is the problem when people use weapons to impose their ideas. Peace.
